När offentligt finansierade verksamheter köper konst kallas konstnären för leverantör. I dessa sammanhang kallas alltid köparen för upphandlande myndighet och säljaren för leverantör. De ekonomiska förutsättningarna mellan en upphandlande myndighet och leverantörerna kan vara stora.
